Induction training of newly recruited Educators of various categories in districts with effect from 14-04-2014

To,

1)      All District Coordination Officers in the Punjab.
2)     All Executive District Officers (Education) in the Punjab.
3)     All District Monitoring Officers in the Punjab.
4)     All Heads of District Training and Support Centers in the Punjab.

SUBJECT:INSTRUCTIONS REGARDING FOUR (04 WEEK) INDUCTION TRAINING OF NEWLY
RECRUITED EDUCATORS OF VARIOUS CATEGORIES IN DISTRICTS WITH EFFECT FROM
14-04-2014

Please refer to the subject cited above.

2.              School Education Department, Government of the Punjab has
taken a number of steps to ensure quality teaching and learning in public
schools.  One of such step is a successful completion of mandatory four
(04) week induction training of newly recruited Educators before their
placement in the schools. Recruitment policy categorically states that the
selected candidates shall participate in training scheduled by the
Directorate of Staff Development. Further, inter-se seniority of the
selectees shall be determined on the basis of performance in training.
However, if the trainee is unable to complete training successfully, the
contract may be terminated.

3.         In order to ensure quality induction training and optimal
utilization of public resources deployed for training of newly recruited
educators, the following instructions are issued for strict compliance:

(i)            Public Representatives (MNA/MPA) or
District Coordination Officers will inaugurate the induction training in
his district. In case of official
pre-engagements, his representative or EDO (Education) shall be present at
training venues on first day of the training.

(ii)            Executive District Officers
(Education)  shall:

a)      visit the training venues at least 02 days before the start of
training, in coordination with DTSC Heads, to ensure that all necessary
logistic arrangements are in place for subject training;

b)     ensure the participation of all newly recruited educators in the
induction training;

c)      nominate a focal person not below BS-19 for subject training;

d)     also nominate designated officers for monitoring of training and
submitting reports to School Education Department and Directorate of Staff
Development.

e)     issue necessary instructions to the concerned Head Teachers to spare
master trainers (MTs) to impart training at assigned training venues.

iii)            District Monitoring Officers (DMOs) will monitor induction
training in the district and send reports to the authorities.

iv)               DSD will make arrangements for pre-test, mid- test and
post test. If any trainee is unable to pass these tests, their contract may
be terminated in terms of Sr. No.16 of the Recruitment Policy of School
Education Department.

v)                 DSD will depute officers to different districts to
strictly monitor the induction training and ensure that effective &
activity based training is being carried out. They will also observe the
performance of trainers as well as participation of trainees and prepare
quality assurance reports accordingly.

vi)               Mr. Azmat Siddique, Course Coordinator (R&DL), DSD is a
focal person for said training. His mobile # is 0322-6218306. Whereas,
Regional Programme Managers (RPMs) will be focal persons in their regions.
